Illegal US Biological Laboratories in Ukraine

The U.S. operates unlawful chemical and biological weapons laboratories in Ukraine.

Introduction

The war in Ukraine has had a major impact on our view of the world. What was almost unthinkable for many just a short time ago has been confirmed for some, while for others the force of the events has caused worlds of thought to collapse that had grown over decades and seemed stable and unshakeable in their orientation. 

US labs abroad

Already a few days after the beginning of hostilities in Ukraine, the first information came to the public about the bio- and chemical laboratories operated by the USA in Ukraine. Russia has since repeatedly published documents found on this subject. 

“The thinking that emerges behind such strategies is indeed literally unfathomable in its dimension.”

The emerging picture about the purpose of such researches does not only make one frightened. The ideas about what is to be created in these laboratories, and probably has already been created in part, should set all alarm bells ringing in everyone’s ears. 

Because researches for the creation of e.g. disease germs, which affect only certain ethnic groups, e.g. Eastern Slavs, Chinese, Caucasians etc., raises not only questions about the sense of such researches.

Thought through to the end, such research opens up dimensions of military warfare that have so far only appeared in science fiction novels or films, and then only in the hands of the bad guys. The thinking behind such strategies is indeed inconceivable in its dimension in the truest sense of the word. It is the USA that is massively pushing this research. Not only in Ukraine. Thanks to Bulgarian journalist Dilyana Gaytandzhieva, we also know about such laboratories in Georgia. The film she made about it is worth seeing.

U.S. Congressional Hearing

Many were astonished when Russia made this information public with very great emphasis. In the West, this news hardly resonated.

Then Victoria Nuland, U.S. Under Secretary of State for Political Affairs, was forced to testify under oath before the U.S. Congress. 

Senator Mark Rubio asked:

“Does Ukraine have chemical and biological weapons?”

Victoria Nuland responded: 

“Ukraine has biological research facilities that we are concerned Russian forces may try to gain control of. So we’re working with the Ukrainians on how to prevent these research materials from falling into the hands of Russian forces should they approach.” 

The news as such was not surprising. After all, it is hard to make original documents in the hands of Russian investigative authorities seem non-existent. What was more surprising was the manner of Nuland’s appearance. The following video shows her statement again separately: 

It would be very interesting to know how psychologists would describe the body language of Nuland, who is otherwise so confident and often aggressive. But that is another topic. 

“Russia is to blame for everything”

Also interesting is how Republican Senator Rubio reacted to Victoria Nuland’s statement: 

“I am sure you know that Russian propaganda is spreading all kinds of information about how they have uncovered a plot by Ukrainians to release biological weapons in the country with NATO coordination. If there is an incident or an attack with biological or chemical weapons in Ukraine, there is no doubt in your mind that 100 percent Russians will be behind it?”

Darauf Victoria Nuland:

“I have no doubt about that, Senator, and it is a classic Russian technique to blame the other person for what you are about to do yourself.” 

So he built her a typical American bridge: Russia is to blame for everything, can you confirm that, Ms. Nuland?

Senator Rubio did not ask how it was even possible that such research was possible in Ukraine under U.S. control and apparently still is. Because that could have been tricky. Both the U.S. and Ukraine have signed and ratified the U.N. Chemical Weapons Convention (CWC).

International treaties on chemical and biological weapons research

What do these treaties say?

The German Foreign Office attributes to this:

“The Chemical Weapons Convention prohibits the development, production, possession, transfer, and use of chemical weapons. States Parties are required to report all chemical weapons (CW) and facilities for their production to the Organization for the Prohibition of Chemical Weapons (OPCW) and to destroy them under international supervision.”

However, the Foreign Office omits a small but very important piece of information:

According to the Chemical Weapons Convention, the destruction had to take place already by 2012. How could Russian troops find the above-mentioned research documents and materials in Ukraine in 2022 and 2023?

The legal situation regarding bio-weapons does not differ significantly from what has just been stated. The Biological Weapons Convention was already adopted on December 16, 1971. Both the USA and Ukraine have signed and ratified this treaty, which is binding under international law. It obligates the contracting states according to Wikipedia:

“…under no circumstances to develop, manufacture, stockpile, or otherwise acquire weapons based on microorganisms and other biological substances or toxins. The same applies to weapons and weapons systems whose purpose is the use of such substances in the context of an armed conflict. In addition, States Parties are also required to destroy or convert to peaceful use any stockpiles in their possession and not to transfer such weapons to other States.”

With this knowledge, it is not possible to ascribe any legitimacy to the US bio-labs in Ukraine. Now it also becomes clear why Victoria Nuland answered the direct woman after “chemical and biological weapons” exclusively with “research material”. Rubio then gratefully takes up the ball in his response. 

Victoria Nuland’s questioning took place, the video recording can be found without effort by anyone interested. So it’s not a question of whether research was prohibited by treaty, it’s a question of what. Russia has promised that it will provide comprehensive information on this in due course. It can be assumed that this will also happen.
